The Finance Committee considered SENATE BILL NO. 43 "An Act                    
establishing a grant program relating to transplantation of elk" and           
recommended that it be replaced with                                           
                                                                               
CS FOR SENATE BILL NO. 43(FIN) "An Act                                        
relating to transplantation of elk; and providing for                          
an effective date"
